With reference to Mr. Long's Despatch

No. 81 of the 3rd May, 1917, I have the honour to forward a copy of a letter received from the Hongkong General Chamber of Commerce dealing with the system of requisitioning for Govemment supplies through the Crow Agents for the Colonies.

I would suggest that the Chamber be informed that there is no intention of abandoning the practice which has given complete satisfaction.
